An artists rendering released by Shelbourne Development Ltd. of Dublin, shows a 2,000-foot twisting spire that would be the tallest building in North America if Spanish-born architect Santiago Calatrava's plan comes to fruition. The Chicago Plan Commission, which advises the Chicago's City Council, recommended approval of the 150-story tower Thursday, April 19, 2007, which experts have estimated would cost $1.5 billion to $2 billion. If the project wins approval of the full City Council, construction would begin this spring, according to Shelbourne. (AP Photo/Shelbourne Development Ltd.)

As a Chicagoan, I love how everyone in the media thinks this building is going to happen simply because the Chicago City Council approved the design.
Shelbourne has a pretty shoddy history of proposing grandiose projects that couldn't be financed, and mismanaging the projects already in development. Combine this with the fact that there is a glut of unsold luxury housing in Chicago (esp. the area where this 'giant spleef by the lake' is proposed to be built). Sorry, but this is all part of the 2016 Olympics hype, and it would have a better chance of being built in Dubai than in Streeterville.
